When you say that the slogan has to be "elaborated" in Slovene and English versions do you mean that it must be provided in both English and Slovene? If so, how close in meaning and effect does each version have to be to the other in order to comply with the rules? As I am sure you will appreciate, it is virtually impossible to translate something such as a slogan (compare also, for example, the words of a song or poem) from one language to another without subtle changes in meaning and overall effect.

It is important that the slogan has a similar meaning in both Slovene and English. The contracting authority does not demand a literal translation, so slight changes in meaning and effect will be allowed.
