In the Call for Entries there seems to be no instructions about submitting electronic versions; however, this issue has been brought up in the Q&A's. What can be done if an entry has already been submitted, but does not contain a CD-Rom or a PrintScreen which would indicate that a particular design has been made using vector drawing software? I believe that the conditions stipulated under point 5 of the Call for Entries are sufficient, and bind the contracting authority to accept that the entrant has met them. If this is not the case, please explain how to update an entry subsequently, i.e. submit a CD-Rom.
The entrant need not enclose a CD-Rom; however, the proposal must show in some way that it has been designed using vector drawing software (cf. the answer to the question of 22 August 2006). An entrant who has already submitted an entry can update, modify or withdraw it before the official deadline of 12pm, 4 September 2006.
In your case, this means that you may submit a PrintScreen or CD-Rom to update your entry before the official deadline.
Are blue, white and red the only colours we can use for the logo? What happens if there are other colours? What happens if there are not all three?
The logo has to be based on national colours (white, blue, red), which means it has to contain all three; however, it may also include other colours.
